THE FIVE BRANCHES

Your journey to success shall never leave your brethren the children of Africa into precarious conditions."
The Legislative
Elected representatives vote the Law of the Motherland according to the will of the people. Most Laws are bound to reflect the program for which the officials were voted for in accordance with their official campaign program and public appearances. The Parliament shall be transparent with the people in all matters of the Motherland's Legislation.
The Judicial
The this Branch guarantees and evaluates the respect of the Laws and their integrity with the Constitution and the African Manifesto. The Judicial Branch interprets the "spirit" of the law as well as the "letter" of the law while ensuring that Justice is served, equality maintained for all parties involved and rendered in a timely manner.
The Executive
This Branch will carry out the Law, enforce it, and ensure that no one shall be exempt from the rigor of the Law.
By their exemplary exercise of power, the Executive Branch shall serve as a role model to the entire nation and shall be held accountable when they fall short of the mandate for which they serve the nation.
The People's Choice
This Branch of government empowers the Citizens and place them at their rightful place: The Center of our civilization. The People's Choice provide to the Citizens a powerful set of tools to directly impact their communities and the entire society. The Citizen will have a direct impact on the policies established by the Government.
The Citizen Domain
This Branch of Government is focused on bringing to light and reporting to the people what all the Branches of Government are doing and making the information available to the public through different channel of communication. The Citizen Domain ensures the transparency in the actions of the Government and the Public Administration. The Citizen Domain provides transparency throughout the entire African ecosystem, holding accountable the African Leadership.

THE ROLE OF THE GOVERNMENT
The Government shall simply serve as an impartial regulator of our society. The people shall decide and be involved the management of the government.
The destiny of our Motherland shall be led by the people. The time when everyone put on the government the burden of finding any and every solution is over. We the children of Africa have the responsibility to hold our government accountable more than during election day because we all know that such method does not work and never will.
The government does not create jobs – The government has the responsibility to oversee the creation of all the necessaries conditions for businesses to thrives according to the will of the people in accordance with the African Manifesto.
The government does not lord over the nation – The government works for our nation, for the children of Africa. No one is to treat government official as royalties. A clear distinction must be made between showing respect to someone and adulate someone.
THE LEGISLATIVE BRANCH
Our elected officials shall represent the people and shall follow to the letter the program for which they were elected to defend and to pass into laws. Laws shall be drawn from the very requests made by the people through the People's Choice.
Our Motherland shall ensure through the Legislative Branch that the voice of the children of Africa is truly represented when drafting and voting the laws. No Laws shall be voted without the prior consent of the people. The Parliament shall be transparent with the people in all matters of the legislative process. Congressional debates shall be Broadcasted on the Radio, the Television, and Online to ensuring transparency in the Legislative process.
POLITICAL PARTIES & CONGRESS
Political Parties
– Political Parties can be formed with a minimum of 10,000 members. Members shall pay an annual membership fee that will be used to finance the party’s activities.
– Citizens will fund the political parties. No foreign contribution will be allowed.
– Political Parties cannot be funded by corporations nor by any entity other than a legal African citizen individual 15 years old and above.
– During a fiscal year, a single individual is prohibited from funding more than 10% of the party’s total yearly budget.
– Citizen who are “active members” of a political party will receive a tax-break as an incentive for their participation in the democratic process.
Policy Based Congress
– Congress shall discuss, vote, and pass all the laws and policies voted by the citizens of Africa and presented by the candidates during the presidential and congressional campaign.
– No elected official shall switch political parties during his ongoing mandate without prior resignation from his elected seat.
– The elected official shall never vote for a policy that goes against the program he was voted to represent and defend by the people before Congress.
Politicians Revisited
Politicians will have their finances under extreme scrutiny. African politicians shall be known for their love for the Motherland. Politicians have the responsibility of teaching civic duties to their members. Politicians are legally held at a high standard of truth, honesty, and morality.
Political Campaign Donation
The finances of the political parties shall be under extreme scrutiny. The parties also have the obligation to make public their finances. Politicians receive public funds, therefore their finances are considered public record by the Law of the Motherland.
Beauty in Duality: The House of Representatives & The Senate
The House of Representatives will focus on debating, voting, and passing laws and policies proposed by The African Program Society. The House of Representatives will ensure that the policies voted by the People during the presidential elections will be passed into laws no later than the end of the first year.
The Senate, on the other end, will focus on debating, voting, and passing laws and policies related to Current affairs. As we all know, Current affairs tend to slow down much-needed reforms because they are considered to be “urgent matters”.
That way, the two chambers will focus on 2 different aspects of our democracy while moving Africa forward. This duality will foster a lean and more efficient form of Government.
THE JUDICIAL BRANCH
The Law shall be applied fairly and impartially to everyone. For an expedite processing of the court cases, our Motherland shall have a great number of well qualified judges. The court shall have 500 judges for every 100,000 people.
Digitalisation – The entire Judicial system shall be digitalized to make its workflow more efficient and the action of its workforce highly traceable.
Prevention – The Judicial Branch shall collaborate with the Citizen Domain to instruct all the matters of the Law to the children of the Motherland and work diligently to prevent social drifts.
Reconversion Over Punishment – The Judicial Branch shall collaborate closely with the Education Department and the Labor Department to facilitate the reintegration and rehabilitation of inmates (or at-risk individuals) into our society.
Transparency – The financial transactions of the workforce in the Judicial System will be under extreme scrutiny. It is important that every member of the Judicial Branch shall be free from corruption.
Systemic Efficiency Reform – The entire Judicial System will be rebuilt from the ground up. Efficiency pain points will be constantly identified, assessed and improvement will be made on a continuing basis. Changes will be communicated to the Official Journal and broadcasted to the people by the Citizen Domain Bureau.
JUDGING IMPARTIALLY & FEARLESSLY
Protecting The Judicial System – The workforce in the Judicial System shall be protected by a Judicial Special Unit receiving their directives from the Judicial Branch, under the scrutiny of the Joint System (Information sharing agency whose goal is to ensure that transparency and information is flowing between all Branches of the government).
The mandate of the Judicial Special Unit is limited to the protection of the workforce, empowering the staff to freely express their deliberation without any coercive force obstructing Justice. The Judicial Special Unit shall focus on two poles:
(1) Ensuring the physical security of the workforce of the Judicial System.
(2) Ensuring the integrity of the recordings (video/audio) of the cases handled by the Judicial System (The Citizen Domain will also record the case handled by the Judicial System).
MotherBoard Integration – The Judicial System shall keep a digital record of every legal case handled by the different Courts all throughout the Motherland on the MotherBoard (National Digital Archives).
THE EXECUTIVE BRANCH
The President and his Cabinet, as well as the workforce of the Public Administration shall be held accountable for their actions.
The Executive Branch will have under its umbrella some agencies designed to carry out the Laws voted by the African Congress. The best way to maintain the integrity of the Office of the President and his Cabinet, and to assist them in staying sober from the intoxication of Power is to remove all the weaknesses present in the Power Structure that can so easily corrupt even the most honest among us. The government shall function with a very strict budget.
– Elected Officials, Public Officials, and their families shall attend the schools in the Motherland.
– Elected Officials, Public Officials, and their families shall be treated in the hospitals of the Motherland.
– Elected Officials, Public Officials, shall have a modest lifestyle in order to reduce the operating budget of the government.
Ethica – All expenses incurred by the government, the government workers, and the elected officials shall be available to the Public Domain Bureau under the umbrella of the Citizen Domain.
The President – The president will have a mandate of 5 years non renewable during his entire lifetime. During these 5 years, the first 6 months will be mainly emphasized on an adjustment of the administration and the last 6 months will serve as a transitional phase and a period for a thorough audit on the incumbent president’s administration.
The Cabinet – The Cabinet of the President (Department heads) shall be elected by the people (law abiding citizen of the Motherland) and shall answer to both Congress and the Citizen Domain:
– Congressional Subpoena – Congress is granted the authority to call the Executive Branch (including the President) to a congressional hearing before the people’s representatives. Reasons are but not limited to obstruction of justice, abuse of power, corruption, and mismanagement of public funds.
– Citizen Domain Subpoena – The Citizen Domain is granted the authority to call the Executive Branch (including the President) to answer to the nation on a regular basis. Press conferences, interviews led by both the officials and the national media on topics deemed important to the people and massively voted on the Citizen Domain platform. The Citizen Domain shall also call them to a public hearing.
THE PEOPLE'S CHOICE
Democracy works best when everyone is held accountable at the highest standard and when people decide for themselves what is suitable for the Prosperity of their own communities.
Citizen Political Voucher – This voucher is developed to allow the citizen to fund political parties and/or political candidates.
People’s Choice Dividend – The citizen will be able to directly fund business projects in their city and share the profits.
Citizen Policy Pipeline – The citizen will be able to directly discuss issues and propose policies to their representatives.
The African Program Society – This database belongs to the Citizen Policy Pipeline. The database of the most popular policies suggested by the people but not yet voted into laws. This is also where political candidates will officially place their proposed policies to lead the country into a sustainable Prosperity. No more campaign promises unfulfilled once the candidate is elected.
POLICY BASED VOTING
Voting the Policy Not The Candidate
– Voting will be based on the program, ideas, vision and policies proposed by the candidates and by the people. The program and policies proposed by the candidates shall find its sources from the Citizen Policy Pipeline. The citizens will vote separately in each branch of the African Program Society to see their favorite policy selected among all those proposed by the candidates.
– The program gaining the most votes will be adopted and implemented during the presidential mandate. The same process will be applied for any other public office requiring an election.
– The candidate with the most votes will govern the nation.
– The candidate whose program was voted will enter the government and in so doing will become an active part of the solution.
– The African public offices shall never be treated like a personal affair or a juicy position.
African Program Society
The candidates (and The People) will propose a reform in each area of the African Program Society: Education, Agriculture, Telecommunication, Culture, Energy, Construction & Urban Development, Commerce & Industry, Economy & Finance, Technology, Healthcare, Defense, Foreign Affair, Homeland Affair, Labor, including the 5 branches of government. Laws and policies will be mainly drowned from the African Program Society.
Citizen Political Voucher
- Campaigns shall be funded by citizens' donations. Corporate funding is forbidden in the entire political system.
- Each citizen will be given a non convertible $100 voucher to support his candidate.
- Funds can only be used for campaign expenses and will be returned to the citizen if the candidate is not capable of gathering a minimum of a 10,000 supporters to his political movement.

ANALYZING THE SAMPLE BALLOT
In the example above, you can clearly see that “Mariam Adjufu” is a leading candidate in terms of policies. Basically the voting citizen named Jean Dipango wants for president the candidate “Paul Kona” but prefers the policies of other candidates.
Why should this be acceptable?
Simply because someone has a good policy does not make him the right person to lead a country. Someone with the right leadership skills can execute the program more effectively. On the other hand, having the appropriate leadership skills do not guarantee that your ideas and policies are effective in advancing the life of the nation.
We can also assume that the voting citizen Jean Dipango approves the policies of the candidate Mariam Adjufu but he does not approve her as being the president of Africa. He voted for her Education policy, and her Technology policy. He also voted for the Defense policy of the candidate Carole Mandela. Finally, he voted for the Economic policy of the candidate Pierre Kenembe.
With This Method The Voting Citizen Will be Able to
– Select the candidate he believes will be the most fit for the presidential task (same principal for the other office).
– Select the program he believes will better our society independently from the candidate. The program component voted by the majority will be implemented during the presidential mandate.
– Be at peace in selecting policies without violating his conscience.
Advantage of This Voting System
– This voting system will eliminate the polarization of the political views in our society.
– It will also eradicate the selfish interests in political parties.
– This voting method will reduce the problem democraties faced when choosing a president.
– The members of the presidential cabinet are elected by the people and work for the people.
How many times have we found ourselves voting for a candidate just because he was the only one who championed our most valued policies even if we hated the other 90% of his program with a passion?
The Policy Based Voting System is a solution to the plague our current Democratic System has become.
The same voting method shall be applied to the entire democratic system (parliament, senate, etc…)
THE CITIZEN DOMAIN
Democracy works at its best when the Citizen is fully aware of the actions of his government. The nation as a whole will flourish when trust is established and nurtured between We The People and those who govern the affairs of the Motherland.
From new laws to executive orders, the Citizen Domain ensures that the emitting Branch provides all the resources to make public and inform the Citizen. “A well informed citizen is a vital asset for the progress of a society”
From new laws to executive orders, the Citizen Domain ensures that the Branches of Power provide all the resources to make public and inform the Citizen on all the matters of the life of our Motherland. When there are shortcomings in the management of our Motherland, high-ranking staff are subpoenas before the Citizen Domain to give an account to the nation.
Citizen Domain Hearings – The elected officials, the government officials, and staff of the Public Administration can be subpoenaed by the Citizen Domain Hearing to give an account of their doing. A group of 7 citizens with exemplary morality will be summoned to conduct interrogations of the individuals subpoenaed by the Citizen Domain Hearing.

Public Workers & Elected Official – The elected officials, government officials and public administration have the duty to answer truthfully any question asked by the Citizen Domain Bureau (known as the Citizen Bureau). The interviews will be available online and broadcasted on national TV and radio. Reasonable time will be required by the public servant each month to answer questions asked by the citizen. Public servants work for the people and should provide satisfactory answers to the people.
Healthcare – The senior level officials are obligated to undergo frequent medical checkups at the African Surgeon General Hospital and disclose their result to the nation. Any official with a declining medical condition will be released from their official duty. A transition will therefore be triggered to ensure the safety of the senior level official and the continuum in the affairs of the country.
The Citizen Domain Bureau – It is a network of governmental offices all throughout the Motherland where the African citizen can (1) Complete any administrative tasks. (2) Learn how the government functions through workshops, discussion panels, and town halls.
Ethica – Located within the Citizen Domain Bureau, Ethica ensures the WhistleBlower & Anti-corruption protection convention. Keeping safe whistleblowers.
WhistleBlower Agency – The whistleblower is awarded 15% of the money recovered from a corruption scheme or an embezzlement. Protection will be insured by a special law enforcement unit under the jurisdiction of Ethica.
Solutia – Creation of an agency providing a platform where the Citizen can post any anomaly observed in the daily functioning of the administration and its interaction with the public. Funding will be provided to test and investigate the administration and its functioning. Tools such as but not limited to investigative journalism and secret shoppers will be used to accomplish such an end. The Citizens will be able to safely suggest solutions to the problems they encounter during their interaction with the administration. Solution will also be provided to any matter of our life in our communities. The Laws voted by the Legislative Branch shall take into account the suggestions made by the citizen through Solutia.
The Digital Identification Card – The Citizen Domain ensures that every citizen has a Digital Identification Card which serves as a folder for everything related to the citizen (DNA code, fingerprint, iris identification, medical status, driver’s licenses, diploma, business permits and licenses, Judiciary folder).
Doctrines & Civilization Agency – The Citizen Domain will ensure that the African Manifesto is instilled in all aspects of society. Promotion of the African Manifesto by funding multiple endeavors: movies, TV shows, social enterprises, schools, town halls, workshops.
Citizen Domain Investigators – The investigators will randomly select the citizens, both secret shoppers and professionals, to investigate the quality of the Public Service.
The Diaspora Pipeline – The Diaspora Pipeline in an agency dedicated to ensure the return of the Diaspora. The Diaspora Pipeline Agency will also operate a platform to offer the diaspora s place where they can offer solutions to the problems of the Motherland, solving African issues with Africans all around the world.
